A military installation, part of a military installation, or a commercial facility operated under contract or arrangement by the Surface Deployment and Distribution Command which regularly provides for two or more Services terminal functions of receipt, transit storage or staging, processing, and loading and unloading of passengers or cargo aboard ships.
