An accounting method under which decreases or increases in state or federal income taxes resulting from the use of liberalised depreciation and the Investment Tax Credit for income tax purposes are carried down to net income in the year in which they are realized. For rate-making purposes, the flow-through method passes on savings from liberalised depreciation and investment credit to the benefit of rate payers through lower rates.
